The Department of Public Administration, formerly known as the Institute of Public Utilities Management, was established in 2002. Before that, together with Business Administration, collectively known as the Institute of Business Administration and Public Utilities Management. In 2012, it was renamed the Department of Public Administration.
Bachelor's Degree in Public Administration
The undergraduate program of public administration management includes three levels and two directions. The three levels refer to full-time undergraduate, second degree and second major. The full-time undergraduate system is four years old. There are currently two directions. One is public utility management for ordinary students, and the first enrollment began in 2001; the other is public utility management (sports direction) for sports students, which began its admission in 2011. Another degree we grant is two years long and has a longer history. It began to recruit students as early as the early 1990s. The second major has a three-year academic system, mainly for undergraduates, and began to recruit students in 2006. In 2021, the China University of Science and Technology ranked B+ in public utility management, ranking 60th in the country.
First-level Master Discipline: Public Administration
In 1990, well-known domestic educators Zhu Jiasheng and Hu Ruiwen successfully established a master's program in educational systems engineering, and began to enroll students in the same year. For a long time, they have enjoyed a high reputation in the field of domestic educational systems engineering research. In 2000, it was approved as a master's degree program in administrative management, and became the city's key discipline cultivation point. In 2006, it successfully applied for a master's degree program in the first-level discipline of public administration. In 2014, the first-level discipline master's program of public management was supported by the second phase of the Shanghai Universities Advantage Discipline Construction Project. In 2017, it began to enroll students in the first-level discipline of public management. Before that, it has been enrolling students in the second-level majors of administration, education economics and management. In the fourth round of subject evaluation by the Ministry of Education, public administration ranks 76th in the country. In 2020 and 2021, it ranks 79th and 80th in the ranking of the best disciplines in China in public administration.

Cooperation
School-School Cooperation:
The public utility management major and the European University of Applied Sciences in Germany have realized the connection between international events, sports management, business and other related majors, and adopted a 3+1+N training model.
The Master of Public Administration program cooperates with the Education University of Hong Kong, and two master's degrees can be obtained in two and a half to three years.
School-Government Cooperation:
It has established long-term cooperative relations with many government departments such as Yangpu District People's Suggestion Collection Office and Changbai Xincun Sub-district Office, providing opportunities for students to participate in social practice and project research.
School-Enterprise Cooperation:
It has established long-term and stable cooperative relations with many enterprises. In the past two years, it has cooperated with Shanghai Zhexun Information Technology Co., Ltd. to hold two consecutive public management case competitions with certain influence in the country.
Faculty
At present, there are 22 teachers in public management disciplines, including 4 professors, 10 associate professors, 8 lecturers, and 3 of them have the title of talent. The academic leader is Professor Zhao Laijun, Dean of the School of Management. In recent years, teachers of public management disciplines have presided over and participated in more than 100 projects at all levels and various types (including 26 national-level projects), published more than 200 papers in SCI, SSCI, CSSCI and other core journals, and published more than 20 monographs. Editor-in-chief and co-editing of more than 10 textbooks. The teachers of public management disciplines have written nearly 100 political and administrative reports, of which more than 60 have been approved by leaders at or above the provincial and ministerial level or adopted by relevant departments.
